Permits school boards, county boards of supervisors, and municipal governing authorities to authorize the use of dogs that can detect diabetes or other illnesses and disabilities in schools and public places.

Requires schools to provide reasonable accommodations to students and licensed employees diagnosed with diabetes, epilepsy, or other debilitating illnesses or disabilities.

Mandates development of a written 504 Plan for students with such conditions, to be created jointly by the parent, teacher, and local school administrator, to permit use of service dogs in school facilities.

Takes effect July 1, 2012.
