Amends Mississippi Code Section 23-15-415 to allow candidates to inspect voting machines at least three days before an election.

Amends Mississippi Code Section 23-15-473 to require circuit court clerks (as voting device custodians) to make voting devices available for public inspection at least three days before an election and to accommodate candidate requests for inspection.

Requires voting machines to be properly prepared at least three days prior to election day and locked against voting and sealed thereafter.

Mandates the Mississippi Attorney General submit the act to the U.S. Attorney General or U.S. District Court for the District of Columbia for Voting Rights Act compliance.

Takes effect upon approval under Section 5 of the Voting Rights Act of 1965, as amended and extended.
