Eliminates provisions allowing motor vehicle scrap processors to submit signed affidavits instead of certificates of title to the Department of Revenue when titles are unavailable.

Makes it a misdemeanor for motor vehicle scrap processors or used motor vehicle parts dealers to fail or refuse to mail or deliver properly indicated certificates of title to the Department of Revenue before scrapping, dismantling, or destroying a vehicle; punishable by a fine up to $5,000, up to one year in county jail, or both.

Reenacts and amends Section 63-25-13 to require persons delivering vehicles or parts for processing to present original or copy certificates of title and removes the affidavit alternative for used motor vehicle parts dealers.

Expands record-keeping inspection authority to include the Department of Revenue alongside the Department of Public Safety and law enforcement officers.

Repeals Section 63-21-38 regarding scrap metal processor and used motor vehicle parts dealer requirements; effective July 1, 2012.
