Requires affidavit form for scrapping vehicles without available title, including vehicle description, owner information, certification that vehicle is at least 10 model years old and has no liens, and acknowledgment that falsification is a felony punishable by 1-5 years imprisonment or $500-$5,000 fine.

Prohibits licensed used motor vehicle dealers and scrap metal processors from dismantling or destroying vehicles until receiving Department of Revenue notification that no liens exist.

Requires 3 business day hold on vehicles with no active liens and 10-day hold on vehicles with active liens, during which the Department notifies lienholders and allows them to file written protests.

Authorizes Department of Revenue to remove liens from records if no written protest is received within 10 days; places 30-day administrative hold if lienholder protests, requiring vehicle to remain secured until lien is satisfied or removed.

Makes it a felony to knowingly destroy or dismantle a vehicle with an active lien, with penalties under Section 63-21-73; requires 2-year record retention including copies of seller identification.
