Authorizes parents of exceptional children to audio or visually record Individualized Education Program (IEP) meetings at their own expense, with 24 hours' notice to IEP team members.

Requires procedural safeguards documents provided to parents to include information about their right to record IEP meetings.

Applies recording rights to IEP meetings under three state education codes covering initial evaluations, state-supported university programs for children with special needs, and blind or visually impaired students.

Authorizes school boards, boards of supervisors, and municipal governing authorities to permit specially trained service dogs that detect diabetes and other debilitating conditions in schools and public places, with a 504 Plan required for student use.

Takes effect July 1, 2012.
