Creates the "Honoring Patients' Assignment of Benefits Act" requiring covered entities to pay benefits directly to nonparticipating health care providers who have a written assignment of benefits from patients.

Nonparticipating providers must provide written notice of the assignment to the covered entity, which must then send payments directly to the provider and notify the patient of the payment.

Covered entities that fail to comply with payment requirements must pay 5% interest compounded daily on unpaid claims after 60 days; if benefits are mistakenly paid to the patient instead of the provider, the entity must pay the provider within 30 days of notice.

Covered entities must provide written notice of disputes regarding claim legitimacy, reimbursement amount, or assignment authorization within 14 days of claim receipt.

Accepting an assignment of benefits does not require providers to agree to the covered entity's fee schedule, and any contract provisions violating this act are void.
