Requires used motor vehicle parts dealers and scrap metal processors to electronically report all vehicles purchased for scrap or parts within 48 hours of each day's close of business, including vehicle identification numbers, seller information, and intended disposition

Establishes criminal penalties for knowingly falsifying information on the scrap vehicle affidavit: first offense is a misdemeanor with up to 6 months imprisonment and/or $500 fine; second or subsequent offenses are felonies with 1-5 years imprisonment and/or $500-$5,000 fine

Requires purchasers of crushed or flattened vehicles to verify that sellers have properly reported the vehicles, with verification records maintained for at least 2 years

Authorizes the Department of Public Safety to charge a $25 fee for vehicle identification number verification required by federal law on salvage title vehicles seeking clear or branded titles

Mandates that vehicle information collected be reported to the National Motor Vehicle Title Information System and remain confidential except for law enforcement and title cancellation purposes
