Amends Section 29-15-5 of the Mississippi Code to clarify that tidelands and submerged lands are held by the state in trust for public use as beds and shores of the sea and tidally affected waters.

Establishes that littoral and riparian property owners retain common law and statutory rights under the Coastal Wetlands Protection Law extending into waters beyond the low tide line.

Exempts residential property owners from the requirement to obtain a tidelands lease when exercising their common law and statutory littoral and riparian rights.

Takes effect upon passage.
