Increases the maximum permissible alcoholic content of beer from 5% to 8% by weight, effective July 1, 2012.

Defines "beer" as a malt beverage with alcoholic content of not more than 8% by weight and establishes "light wine" as wine with not more than 5% alcoholic content by weight.

Updates municipal and county election procedures to reflect the new 8% beer standard, requiring ballot language to specify "beer of an alcoholic content of not more than eight percent (8%) by weight."

Modifies permit and testing requirements for brewpubs and manufacturers to ensure compliance with the new 8% alcohol limit for beer and 5% limit for light wine.

Amends labeling requirements to allow statements that beer containers do not exceed 8% alcohol by weight, with permitted tolerances consistent with federal standards.
