Authorizes county boards of supervisors to include garbage collection and disposal fees on annual ad valorem tax bills through the tax collector/assessor.

Prohibits property from being sold solely to satisfy unpaid garbage collection and disposal fees.

Allows garbage collection fees to be included in the total lien amount when property is sold by a county to satisfy ad valorem tax delinquencies.

Requires the tax collector to withhold motor vehicle road and bridge privilege license renewals for individuals delinquent on garbage fees until payment is made.

Effective date: July 1, 2012.
