Authorizes the Mississippi Public Service Commission and Public Utilities Staff to hire attorneys or consultants for legal proceedings related to interstate utility rates, charges, and regulations.

Caps professional services costs at $1,500,000 per agency per affected utility in any twelve-month period.

Requires consultants to submit itemized quarterly bills for approval, with utilities requisitioned to make payments and recover costs through rate riders with true-up provisions.

Amends Sections 77-2-3 and 7-5-1 to grant the Commission and Public Utilities Staff expanded powers and exceptions to the Attorney General's litigation authority.

Sunsets on July 1, 2015, with the act taking effect July 1, 2012.
