Authorizes low-speed vehicles and golf carts to operate only on public roads and streets within the contiguous Diamondhead Country Club and Property Owners Association area, including Kapalama Cove.

Requires operators of low-speed vehicles and golf carts to possess a valid driver's license or temporary driver's permit and proof of financial responsibility.

Restricts operation of low-speed vehicles and golf carts on Golf Club Drive and Kapalama Drive to shortest routes between residences and other authorized roads, and prohibits operation in nonresidential areas and on Interstate Highway 10.

Requires registration of low-speed vehicles and golf carts with the City of Diamondhead, with a registration decal displayed on the left rear fender and registration valid for the duration of vehicle ownership.

Permits low-speed vehicles and golf carts to operate on permitted parade routes in the City of Diamondhead regardless of location restrictions, and amends multiple sections of Mississippi Code to define and regulate low-speed vehicles and golf carts; effective July 1, 2012.
