Makes it unlawful to sell cards, tokens, or chips that entitle buyers to long distance telephone service or other services when attached to or part of a scratch pad, bar code, or similar item allowing buyers to win anything of value greater than the purchase price; violates this section as illegal gambling.

Exempts prizes or sweepstakes offered by vendors or retailers associated with food or beverage purchases from the prohibition.

Requires the Mississippi Gaming Commission to establish and maintain a toll-free telephone number for receiving reports of illegal gambling activities and make the number available for posting throughout the state.

Amends gambling statutes (Sections 97-33-1, 97-33-7, 97-33-9, and 75-76-5) to incorporate the new prohibitions and define the illegal items as gambling devices subject to confiscation.

Takes effect July 1, 2012.
