Adds "any county-owned facility" to the list of places where concealed weapons cannot be carried under Mississippi's concealed carry licensing law (Section 45-9-101).

Prohibits any person except law enforcement officers from carrying weapons in county-owned facilities, with exceptions only for those authorized under the concealed carry statute and Section 45-9-101 (Section 97-37-7).

Law enforcement officers, as defined in Section 45-6-3, remain authorized to carry weapons in county-owned facilities while performing official duties.

Maintains all existing concealed carry permit requirements, qualifications, fees, and procedures established under current law.
