Requires all state boards, agencies, commissions, departments, and state-supported institutions to publish annual reports electronically on their official websites instead of printing them.

Mandates each agency prepare an executive summary not exceeding three pages to accompany annual reports.

Allows the Department of Finance and Administration to authorize limited nonelectronic copies of reports only in meritorious cases.

Designates the Mississippi Library Commission as the state depository for electronic agency publications, with electronic form constituting the official public record.

Effective July 1, 2012.
