Amends Mississippi Code Section 41-3-15 to exempt "cottage food operations" from State and local health department regulation as food establishments.

Defines "cottage food operation" as an individual operating from their home producing baked goods, canned jams/jellies, or dried herbs with annual gross income of $50,000 or less, selling directly to consumers only.

Requires cottage food operations to label all foods with the operation's name and address plus a statement that food is not inspected by the State Department of Health.

Prohibits cottage food operations from selling food through the Internet and prevents local health departments from regulating their food production, though departments must maintain complaint records.

Takes effect July 1, 2012.
