Brings forward Mississippi Code sections 65-1-1, 65-1-2, 65-9-1 through 65-9-33, and 65-37-1 through 65-37-15 relating to the State Aid Engineer and Office of State Aid Road Construction for possible amendment.

Establishes the Mississippi Department of Transportation with five offices including the Office of State Aid Road Construction to administer state aid road programs and allocate funds to counties.

Creates a state aid road system limited to 25,857.04 miles allocated to counties based on equal shares (one-third), rural road miles (one-third), and rural population (one-third).

Establishes the Local System Bridge Replacement and Rehabilitation Program administered by the State Aid Engineer to assist counties and municipalities in replacing deficient bridges on local road systems.

Appropriates up to $25 million annually from the General Fund (1995-1998) and subsequent amounts for the Local System Bridge Replacement and Rehabilitation Fund when General Fund revenue growth meets specified thresholds.
