Creates Section 37-113-20 to establish procedures for Mississippi State University Extension Service to issue wireless communication devices to employees when certified as necessary, with restrictions on personal use.

Allows Extension Service to require employees to own wireless devices as a condition of employment and pay stipends up to $100 per month to offset service costs.

Amends Section 37-113-19 to formally rename the service "Mississippi State University Extension Service" and expand its mission to include information technology services in addition to agriculture, forestry, natural resources, and community development.

Establishes an information technology department within the Extension Service to provide technology services and education, with duties delegated to the Extension director equivalent to those of a Chief Information Officer.

Exempts Mississippi State University Extension Service and its employees from state wireless communication device regulations in Section 25-53-191, effective July 1, 2012.
