Requires all licensed cosmetologists, manicurists, estheticians, and other licensees to display photo identification on their license certificates in the facility where services are provided, with regulations to be adopted by July 1, 2013.

Mandates that all licensees provide itemized receipts describing services and prices to each customer, with copies of cashier's and credit card receipts kept on file for no more than 60 days.

Increases fines for violations of board rules and regulations, with first violations carrying $200-$500, second violations $500-$800, third violations $800-$1,500, and fourth and subsequent violations $1,500-$2,500.

Makes all violations of board rules and regulations misdemeanor offenses subject to the fine schedule outlined above.

Takes effect July 1, 2012.
