Establishes a bail schedule as a general guide for courts setting bail for bailable criminal offenses, with ranges from $300-$1,000 for municipal violations to $100,000+ for drug manufacturing/trafficking and murder.

Requires courts to consider 14 specific factors when determining bail, including defendant's background, criminal history, employment, residence, nature of offense, and whether threats were made against victims or witnesses.

Prohibits release of defendants convicted and sentenced to death, life imprisonment, or imprisonment exceeding 20 years; allows release on secured bond or personal recognizance for those sentenced to 20 years or less upon filing notice of appeal or application for probation.

Amends Sections 99-5-5, 99-5-13, and 99-5-23 of the Mississippi Code to require all bonds and recognizances comply with the bail schedule and consideration factors established in this act.

Takes effect July 1, 2012.
