Amends Section 71-5-353 to assign the Commission on Proprietary School and College Registration responsibility for approving workforce enhancement training at proprietary schools and colleges, while the State Board for Community and Junior Colleges retains approval authority for other institutions.

Brings forward Sections 37-153-5 through 37-153-13 of the Mississippi Code regarding the State Workforce Investment Board, Local Workforce Development Councils, and workforce development centers for purposes of possible amendment.

Establishes the composition and duties of the Mississippi State Workforce Investment Board, including 39 voting members with a business majority, and outlines its responsibilities for developing integrated workforce development systems.

Requires each community college district to have an affiliated District Workforce Development Council composed of 15 persons, with at least 8 members being business executives or employer representatives.

Takes effect July 1, 2012.
