Eliminates the requirement for disabled persons to submit annual physician certifications when renewing special disability license plates, allowing renewal by simply complying with motor vehicle registration laws and paying required fees and taxes.

Applies to persons with disabilities that limit or impair the ability to walk and vehicle owners with disabled children, spouses, or parents living with them who hold special license plates for up to two vehicles.

Maintains the initial application requirement for physician certification that the disability will last at least five years, but removes the need for recertification upon annual renewal.

Allows persons holding expired special license plates who fail to renew before expiration to surrender the plate and receive a regular license plate.

Takes effect July 1, 2012.
