Increases the number of circuit judges for the Seventh Circuit Court District (Hinds County) from four to five judges

Reorganizes the district into five subdistricts, with each subdistrict corresponding to one of the five Hinds County Supervisor Districts

Each of the five circuit judges will be elected from their respective subdistrict

Requires submission to the U.S. Attorney General or U.S. District Court for the District of Columbia for preclearance under Section 5 of the Voting Rights Act of 1965

Takes effect only after receiving approval under the Voting Rights Act preclearance process
