• Amends Section 43-13-121 of the Mississippi Code to add a new subsection (8) regarding out-of-state Medicaid provider payments.

• Prohibits the Division of Medicaid from paying providers located in states that border Mississippi if those states do not allow all Mississippi providers to fully participate in their Medicaid programs.

• Applies only to adjoining states and is intended to ensure reciprocity, equity, and freedom of choice in Medicaid provider selection.

• Takes effect July 1, 2012.
