Creates the Mississippi Medicaid Commission, a 7-member board appointed by the Governor (with Senate confirmation), to replace the Division of Medicaid in administering the state's Medicaid program

Commission members serve staggered 6-year terms, with appointments distributed across congressional and Supreme Court districts; three members must have no financial interest in Medicaid providers, and no member may serve more than two consecutive terms

The Executive Director position changes from a Governor-appointed role to a Commission-appointed position, though the current director may remain until vacating office or January 1, 2016, whichever occurs first

Abolishes the Division of Medicaid and transfers all powers, duties, employees, property, and appropriations to the new Mississippi Medicaid Commission effective July 1, 2012

Extends repealers on certain Medicaid provisions (including dental services and hospital assessments) from July 1, 2012 to July 1, 2015
