Amends Mississippi Code Section 93-1-5 to require applicants for marriage licenses who have been previously married to submit a certified copy of their divorce or annulment decree with their application.

Requirement applies if the former spouse is still living or if it is unknown whether the former spouse is still living.

Circuit court clerks who issue marriage licenses without complying with this requirement are guilty of a misdemeanor punishable by a fine between $50 and $500.

Takes effect July 1, 2012.
