Requires mail-in voter registration applications to be placed in all polling places on election days and distributed to anyone requesting one.

Persons obtaining a mail-in voter registration application at a polling place must mail the completed application to their county registrar at least 30 days before an election to be registered to vote.

Allows individuals seeking to obtain a mail-in voter registration application to enter polling places for that purpose, and must depart immediately after obtaining the application.

Designates the polling place manager to distribute mail-in voter registration applications to requesters.

Requires submission of the act to the U.S. Attorney General or U.S. District Court for the District of Columbia under the Voting Rights Act of 1965, with effectiveness contingent upon approval under Section 5 of that Act.
