Authorizes Mississippi motor vehicle owners who are state residents to purchase distinctive license tags identifying them as supporters of the Sisters With A Throttle Motorcycle Club upon payment of an additional $30 annual fee in addition to standard taxes and registration fees.

County tax collectors retain $2.00 per application and remit the remainder monthly to the Department of Revenue, with the retained amount deposited into the county general fund.

Distributes the $30 additional fee as follows: $24 to the Sisters With A Throttle Motorcycle Club, $1 to the Mississippi Burn Care Fund, $2 to the State Highway Fund, and $1 to a special fund created in Section 27-19-44.2.

Requires surrender of regular license tags upon issuance of distinctive tags and allows up to two decals per distinctive tag that expire concurrently with the vehicle's license year.

Establishes a $10 replacement fee for lost or stolen distinctive tags, with the county tax collector retaining 5% and distributing the remainder according to the same distribution formula as original tag fees.
