Raises the property value threshold for administrative forfeiture procedures from an unspecified amount to $20,000.00 for non-controlled substance property seized under the Uniform Controlled Substances Law.

Allows either the attorney for or a representative of the seizing law enforcement agency to provide notice of forfeiture intent, rather than only the attorney.

Clarifies that when the Bureau of Narcotics initiates a criminal case with multiple law enforcement agencies participating, forfeiture proceeds are divided equitably among all participating agencies rather than following the standard 80-20 split.

Designates the Department of Revenue to issue certificates of title for forfeited motor vehicles and other property requiring titles under Mississippi law.

Takes effect July 1, 2012.
