Authorizes children residing in licensed private psychiatric residential treatment facilities (PRTFs) in Mississippi to be eligible for state financial assistance for education services.

Requires that children in such facilities receive education placement recommendations based on their Individualized Education Program (IEP) Committee's determination.

Establishes that eligible children must have Medicaid reimbursement, be placed due to medical necessity, and reside in facilities licensed by the Mississippi State Department of Health that operate accredited nonpublic schools.

Provides state financial assistance to eligible children at the per diem rate established by the Mississippi State Department of Education for the full term of placement, including extended school year if deemed necessary by the IEP Committee.

Takes effect July 1, 2012.
