Authorizes the City of Hattiesburg to enter into contracts, operating agreements, and leases for wastewater collection, storage, transportation, treatment, and disposal services with any person or entity

All contracts, operating agreements, and leases may be for a term of up to 30 years

Contracts, agreements, or leases involving city expenditures exceeding $50,000 require a public request for proposals process with advertisement as specified under Mississippi Code Section 31-7-13(c)

Selection of contractors must be based on price, technology, financial responsibility, legal responsibilities, and other relevant factors; the city may negotiate with selected proposers or reinitiate the process if no proposals are acceptable

Defines key terms including "wastewater" (contaminated water including industrial, municipal, and storm water) and "system" (plants, equipment, structures, and property used for wastewater management)
