Creates the Mississippi Interagency Council on Homelessness to develop and implement a ten-year plan to end homelessness, focusing on children, youth, families, individuals, and veterans

Council membership includes a Governor's office representative, legislative committee chairs, executive directors from Health and Human Services, Mental Health, Mississippi Development Authority, and Department of Education

Also includes representatives from homeless advocacy organizations, school districts working on McKinney-Vento Homeless Education programs, domestic violence shelters, and youth/veteran/child care programs

Council must report annually to the Governor, House, Senate, and the public on progress toward goals

Members serve without compensation and the council operates without legislative appropriation, though it may accept donated funds or grants from public or private sources
