HB 1533 Summary

• Authorizes the Lee County Board of Supervisors to create the Sand Creek Wastewater Authority to acquire, construct, maintain and operate wastewater systems for member agencies in Lee County and adjacent counties.

• Establishes the Authority's governance structure with a Board of Directors composed of one representative from each member agency (initially: City of Saltillo, City of Baldwyn, Town of Guntown, and Lee County).

• Grants the Authority power to issue revenue bonds, enter into contracts with public agencies for wastewater services, establish rates and charges, and use eminent domain for property acquisition necessary for wastewater systems.

• Allows public agencies to contract with the Authority for wastewater collection, treatment, and disposal, with contract payments exempt from Mississippi Public Service Commission approval and not counted toward debt limitations.

• Authorizes the Authority to issue special assessment bonds to finance property improvements for wastewater services and levy special assessments on benefited properties to retire such bonds.
