Authorizes the State Bond Commission to issue up to $2,000,000 in general obligation bonds to fund construction, repair, renovation, and improvements at the Jackson Zoo in Jackson, Mississippi.

Establishes a special "2012 Jackson Zoo Improvements Fund" within the State Treasury to receive bond proceeds and disburse funds for authorized zoo improvement projects.

Requires all bonds to mature within 25 years from issuance, with interest rates not exceeding limits in Mississippi Code Section 75-17-101, and prohibits bond issuance after July 1, 2016.

Pledges the full faith and credit of Mississippi for repayment; bonds are exempt from state taxation and qualify as legal investments for state fiduciaries, banks, and insurance companies.

Authorizes the State Treasurer to issue warrants for principal and interest payments as they become due, with any remaining fund balance after project completion to be applied toward bond debt service.
