Amends eligibility requirements for commissioners of the Special Drainage District of Tallahatchie County to include residents who own property within the district, in addition to residents who reside within the district.

Requires commissioners to be resident citizens of Tallahatchie County over 21 years of age, of good reputation, and of sound mind and judgment.

Authorizes the drainage district to levy taxes up to 2 mills on taxable property within the district, subject to Board of Supervisors approval and notice/petition procedures.

Requires Board of Supervisors approval before any tax levy, bond issuance, or assessments affecting only certain district parts are implemented.

Mandates submission of the act to the Attorney General of the United States or U.S. District Court for the District of Columbia under the Voting Rights Act of 1965.
