Extends authorization for the City of Jackson, Mississippi to contract with Keep Jackson Beautiful, Inc. for litter prevention services through calendar year 2016

Allows the city to spend up to $40,000 annually from any available funding source for the program

Amends previous local and private laws from 1999, 2004, and 2008 that originally established and extended this authorization

Grants discretionary authority to the city's governing authorities to enter into the contract (not mandatory)
