Appropriates $13,619,557.00 from special funds in the State Treasury to the Public Employees' Retirement System for administrative expenses and building maintenance and operation for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Authorizes 158 permanent full-time positions and 1 permanent part-time position for the system.

Appropriates an additional $10,500,000.00 for replacement of the system's computer system during fiscal year 2013.

Establishes the Public Employees' Retirement System Building Repair and Maintenance Fund to collect rental income from the building at 301 North President Street, Jackson, with authority to escalate up to $200,000.00 annually for repairs and maintenance.

Requires the system to maintain accounting and personnel records in the same format and detail as fiscal year 2012 and to give preference to Mississippi Industries for the Blind when purchasing commodities or equipment.
