Appropriates $2,737,829.00 from the Oil and Gas Conservation Fund to the State Oil and Gas Board for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Authorizes 35 permanent full-time positions for the agency with no part-time or time-limited positions.

Requires the State Personnel Board to ensure Fiscal Year 2014 personal services costs do not exceed Fiscal Year 2013 levels unless new programs or positions are added by the legislature.

Permits the State Oil and Gas Board to receive and expend up to $200,000 from non-appropriated sources for the Comprehensive Data Management Program.

Requires preference for Mississippi Industries for the Blind when two or more bids are equal in price, quality, and service, or when purchases are made without competitive bidding.
