Appropriates $409,946.00 from the Real Estate Appraisal License Fund to the Mississippi Real Estate Appraiser Licensing and Certification Board for fiscal year 2013 (July 1, 2012 – June 30, 2013).

Authorizes 4 permanent full-time positions for the board.

Requires the board to maintain accounting and personnel records in the same format and detail as fiscal year 2012, and submit fiscal year 2014 budget requests in comparable format.

Allocates $20,000.00 of the appropriation contingent on enactment of SB 2903 (2012 Regular Session); if SB 2903 does not pass, the total appropriation shall be reduced by that amount.

Establishes that personal services funding for fiscal year 2014 cannot exceed fiscal year 2013 levels unless new programs or positions are added by the legislature.
