Appropriates $2,347,498.00 from special funds in the State Treasury to the State Board of Medical Licensure for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Authorizes 24 permanent full-time positions for the board with no part-time or time-limited positions.

Requires the board to maintain accounting and personnel records in the same format and detail as fiscal year 2012, with comparable budget request formatting for fiscal year 2014.

Mandates that "Personal Services" funding for fiscal year 2014 shall not exceed fiscal year 2013 levels unless new programs or positions are added by the legislature, with the State Personnel Board responsible for monitoring compliance.

Gives preference to Mississippi Industries for the Blind when multiple equal bids are received for commodities or equipment purchases.
