Appropriates $124,668.00 in special funds to the Mississippi State Board of Psychology for fiscal year 2013 (July 1, 2012 through June 30, 2013).

Requires the Board of Psychology to maintain complete accounting and personnel records in the same format and detail level as fiscal year 2012, and submit fiscal year 2014 budget requests in comparable format.

Directs the agency to give preference to Mississippi Industries for the Blind when purchasing commodities or equipment if bids are equal in price, quality, and service, or when purchases are made without competitive bidding.

Limits professional board management fees to not exceed $80,268.00 of the appropriated funds.

Takes effect July 1, 2012.
