Appropriates $3,292,310.00 from special funds in the State Treasury to the Mississippi Board of Nursing for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Authorizes 32 permanent full-time positions for the board.

Restricts Personal Services funding increases in fiscal year 2014 to only the amount appropriated in fiscal year 2013, unless new programs or positions are added by the Legislature.

Allocates $747,288.00 to the Office of Nursing Workforce, including $550,000.00 above fiscal year 2012 funding levels for nursing simulation labs.

Requires the Mississippi Board of Nursing to maintain accounting and personnel records in the same format and detail as fiscal year 2012 and submit budget requests in comparable format.
