Appropriates $590,152.00 from the State Treasury to the State Board of Registration for Professional Engineers and Land Surveyors for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Authorizes 5 permanent full-time positions for the board with no part-time or time-limited positions.

Requires the board to maintain accounting and personnel records in the same format and detail as fiscal year 2012, and to submit fiscal year 2014 budget requests in comparable format and detail.

Mandates that personal services funding for fiscal year 2014 shall not exceed fiscal year 2013 appropriations unless new programs or positions are added by the legislature.

Establishes procurement preference for Mississippi Industries for the Blind when bids are equal in price, quality, and service, effective July 1, 2012.
