Appropriates $897,058.00 in special funds to the State Board of Cosmetology for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Authorizes 12 permanent full-time positions for the board.

Requires the State Personnel Board to ensure fiscal year 2014 "Personal Services" funding does not exceed fiscal year 2013 levels unless new programs or positions are added by the Legislature.

Limits the board to meeting no more than 62 days per year and directs the State Treasurer to invest surplus funds in short-term bonds, notes, or bank accounts.

Requires the board to maintain accounting and personnel records in the same format as fiscal year 2012 and submit future budget requests in comparable detail.
