Appropriates $243,195 from special funds to the Board of Examiners for Social Workers and Marriage and Family Therapists for fiscal year 2013 (July 1, 2012 through June 30, 2013)

Authorizes 3 permanent full-time positions for the board

Requires the agency to ensure Personal Services funding for fiscal year 2014 does not exceed fiscal year 2013 levels unless the Legislature adds new programs or positions

Prohibits using general funds to replace withdrawn federal or special funds previously used for authorized salaries

Requires purchasing preference be given to Mississippi Industries for the Blind when bids are equal in price, quality, and service
