Appropriates $111,335.00 to the Mississippi Auctioneers Commission for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Authorizes 1 permanent full-time position for the commission with appropriated funds.

Requires the commission to maintain accounting and personnel records in the same format and detail as fiscal year 2012, and to submit fiscal year 2014 budget requests in comparable format.

Mandates that the State Personnel Board cap fiscal year 2014 personal services funds at fiscal year 2013 levels unless new programs or positions are added by the legislature.

Directs preference for Mississippi Industries for the Blind when purchasing commodities or equipment with equal bids on price, quality, and service.
