Appropriates $334,755.00 from the State Treasury to the State Board of Barber Examiners for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Authorizes 3 permanent full-time positions and 4 permanent part-time positions for the board.

Requires the board to maintain "Personal Services" funding at fiscal year 2013 levels for fiscal year 2014 unless new programs or positions are added by the Legislature.

Mandates the board maintain accounting and personnel records in the same format and detail as fiscal year 2012, and submit fiscal year 2014 budget requests in comparable format.

Gives preference to Mississippi Industries for the Blind when multiple bids are equal in price, quality, and service, or when purchases are made without competitive bidding.
