Appropriates $113,673.00 from special funds in the State Treasury to the State Board of Optometry for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Requires the State Board of Optometry to maintain complete accounting and personnel records in the same format and detail as fiscal year 2012.

Directs the agency to submit its fiscal year 2014 budget request to the Joint Legislative Budget Committee in a comparable format and level of detail as the fiscal year 2013 request.

Establishes a preference for the Mississippi Industries for the Blind when the agency receives two or more bids for commodities or equipment that are equal in price, quality, and service.

Takes effect July 1, 2012.
