Appropriates $8,424,443.00 from the State General Fund and $19,033,666.00 from special funds to the Office of the Attorney General for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Authorizes 108 permanent full-time positions and 187 time-limited full-time positions for the Attorney General's Office.

Establishes performance targets for the agency including criminal conviction affirmation rates (85%), civil case success rates (70%), and consumer complaint response times (7 days).

Allocates $950,000.00 to the Prosecutors Training Division and $800,000.00 from the Department of Health for the Alcohol and Tobacco Enforcement Unit.

Appropriates $1,660,873.00 from the Budget Contingency Fund for outside legal assistance, expert witness fees, court fees, judgments, and settlement agreements, including $1,125,000.00 for a DOJ/EPA settlement and funds for various civil cases.
