Appropriates $1,084,516.00 from special source funds to the Office of Capital Post-Conviction Counsel for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Authorizes 7 permanent full-time positions for the office.

Grants authority to accept, budget, and expend up to $2,000,000 in source funds for outside legal counsel and legal fees, escalated according to federal fund procedures.

Requires the office to maintain accounting and personnel records in the same format and detail as fiscal year 2012, and submit future budget requests in comparable format.

Gives preference to Mississippi Industries for the Blind when purchasing commodities or equipment if bids are equal in price, quality, and service.
